When something/someone comes full, it means the situation is the same now as it was before some changes occured.
Example:
I have spent two days trying to solve this problem, but I've now come full circle.
Explanation:
The sentence above means you've spent two days on a problem, but you're back to the same position you were two days ago. In other words you're no closer to solving the problem than you were two days ago.
