Japan gives Nigeria about $7.8m to build schools

The government of Japan is to donate N1 billion (about $7.8 million) in a project that will see the construction of additional classrooms for Nigerian primary schools.

The Japan ambassador to Nigeria, Akio Tanaka and the Nigerian minister of education, Obiageli Ezekwesili signed the agreement for the project.

The grant would be spent for the development of new construction of 265 classrooms, 26 toilets and five boreholes in 32 primary schools in Kaduna.

Before this project, the government of Japan, jointly with Japan International Cooperation Agency (JICA), has conducted two projects in Niger and Plateau States. In these previous projects, Japan had granted approximately $15.3 million and is presently constructing 225 classrooms, 36 toilets and 14 boreholes in 38 primary schools.

“Since 1999, Japan has been expanding its Official Development Assistance (ODA) to Nigeria particularly in the three key areas, which are education, health and rural development, based on the discussion between the two countries. Japan is also formulating a technical cooperation project to strengthen the quality of teachers in science and maths education.

“The Embassy of Japan hopes that this assistance would enhance universal basic education in Nigeria and help Nigerian government achieve millennium development goals (MDGs)," the ambassador said.

Speaking at the agreement signing ceremony, the minister of education, Ezekwesili, stated that UBE programme was one of the vehicles through which Nigeria aims to attain MDGs goal in education.

She explained that through the provision of infrastructure, instructional materials and teachers’ education, the UBE programme aimed at providing the fundamental building blocks upon which the education sector reform can be built could be achieved.

The minister revealed that the number of additional classrooms needed in the country to attain 100% availability was 553 578.

The implication of this according to the minister was that government must construct 50 000 classrooms yearly from now till 2015 if the 100% classroom availability could be attained.

I have two problems with this:

1. With the kind of serious money Nigeria makes from oil, why are we still pan-handling and begging for crumbs from foreign nations?

2. Why is Japan giving Nigeria money? What do they want in return?
